Scotia Consulting personnel participated in the development of the first Pretrial Services case management system for Los Angeles County which was implemented in 1989. The company was then contracted to build a second system to address new programs such as Electronic Monitoring, and Drug Court, identified by the County to meet new trends in Criminal Justice response to overcrowding in Jails. The systems were so successful that Scotia Consulting decided to market them across the US. During 1995 – 1999 agencies in cities like Philadelphia, Cincinnati, Memphis, Reno, and Fort Worth, procured PC PRETRIAL + to address the growing need for effective responses to their commitments to the Courts.

In year 2000 Scotia Consulting started designing a new Pretrial System which capitalizes in the experience derived from working with the previous version and embodies the latest technical info-structure. Our current Pretrial case management system has evolved into a product that several members of the NAPSA board have independently procured for their agencies. State-of-the-Art Technology:

PC PRETRIAL + Is developed in MS Visual FoxPro and Visual Maxframe.

Built as a true client server workstation that communicates with the data via SQL Pass-Through, irrespective of data being local or remote.

The new system accommodates backend databases such as Visual FoxPro, SQL server, ORACLE, SYBASE, DB2 or any others that are ODBC, OLE DB, or ADO.NET compliant. This new technology enables us to easily switch the data source or the user interface providing the flexibility to be web enabled, via .NET, and PC based against a common data source simultaneously.

The system also provides the most advanced levels of Security capability, including using user profiles to determine extent of access, ability to hide cases, screens, and data elements that certain user profiles may not access.
